José Élcio Batista is the chief secretary of the Civil House of the Government of Ceará, and he was the head of the Governor’s Office from 2015 to 2018. Social Scientist graduated and master in Sociology, he has extensive experience in the public and private sectors.  With expertise in Sociology, Anthropology, Political Science, Communication and Political Marketing, he mainly works on topics such as innovation, technology, economic development, state, public safety, politics, conflict, power, public opinion, advertising, marketing and culture.
